Who are we?

The Institut national de santé publique du Québec is Quebec’s public health expertise and reference centre. Its mission is to support the Minister of Health and Social Services in his public health mission. The Institute’s mission is also to support Santé Québec, the Nunavik Regional Board of Health and Social Services, the Cree Board of Health and Social Services of James Bay, and other institutions in the exercise of their public health mission, to the extent determined by the mandate entrusted to it by the Minister. The Institut national de santé publique du Québec (INSPQ) is looking to recruit a public health dentist to join the Population Health and Well-Being unit of the Individual and Community Development Branch. This is a full-time position, in a team spread across the Montreal and Quebec City service outlets.

Specific Mandates
• Carry out public dental health mandates aimed at supporting the Ministry of Health and Social Services and the public health network in the planning, implementation, and evaluation of various preventive measures related to this theme, in particular those retained in the National Public Health Program (NPHP).

• Provide dental public health expertise in the development and execution of scientific knowledge development and transfer activities, including knowledge syntheses, scientific opinions, briefs, program or policy analyses, research programs, dental health education tools, and training.

• Ensure vigilance of the best public dental health practices, more specifically among pregnant women, preschool and school-aged children, and the elderly.

• Ensure vigilance for emerging dental public health issues.

• Collaborate in a scientific watch encompassing preventive practices relevant to public dental health.

• Contribute to the scientific organization of the Journées de santé dentaire publique du Québec.

• Participate in various working committees related to his or her expertise and represent the INSPQ.

• Act as public spokesperson for the scientific positions endorsed by the organization in his or her field of expertise and ensure media contacts in his or her field of expertise, when requested by the INSPQ.


Requirements

• Have a dental medicine doctorate;

• Be a member in good standing of the Ordre des dentistes du Québec;

• Have a master’s degree in public health, epidemiology, or a related field.

• Have three (3) years’ experience as a public health dentist.

• Having a PhD in public health, epidemiology, or a related field would be an asset.

• Become an active member of the Conseil des médecins, dentistes et pharmaciens (CMDP) of the CHUM in order to:

• Obtain the title of clinical lecturer from the Faculty of Medicine of the designated university.

• Participate in teaching and research activities.

• Participate in quality assessment and improvement activities.

• Participate in departmental and service activities, as well as those of the CMDP and its committees, where applicable.

• Possess a good knowledge of public dental health activities and programs and of the Quebec health network.

• Possess good knowledge of dental public health issues, public health approaches, determinants and effective interventions, more specifically for preschool and school-aged children as well as the elderly.

• Mastery of scientific research methods.

• Demonstrated excellent ability to analyze complex problems.

• Excellent judgment.

• Excellent analytical and synthesis skills.

• Demonstrated rigour, a sense of ethics, and placing great importance on compliance with research and quality standards.

• Ability to plan and coordinate work.

• Ability to manage time, plan, and handle multiple files simultaneously.

• Excellent teamwork skills.

• Professional autonomy.

• Demonstrated interest in research, knowledge transfer, and teaching.

• Demonstrated sense of responsibility.

• Excellent command of spoken French and of writing scientific documents.

• Excellent oral communication and popularization skills.

• Proficiency with Microsoft 365 suite software.


Method of Pay and Work Conditions

• Fixed-fee or hourly-fee method of remuneration as per the Entente relative à l’assurance maladie between the Quebec Minister of Health and Social Services and the Association des chirurgiens-dentistes du Québec.

• Working hours equivalent to 35 hours per week.
